Validation in Messages to IL's ILR InfoMan

Hi All,
Based on the discussion in the OpenHIE architecture call today, and the proposal here:

I created a github repository to contain the library of functions for the IL’s InterLinked Registry’s InfoMan:

Right now there is only one (untested) validation query in there. It is intended to calidates a healthcare worker’s OID. If optional facility and service information is provided, validates that the healthcare worker is registered to perform the service at the indicated facility. It does not perform the full content of the provider entity, just a
