Routine Reporting From HWR to HMIS

Hi All,
In preparation for the deployment of a Health Worker Registry (HWR) compliant with the CSD profile, we have recently received some routine reporting requirements (below).

For this country, there is already a DHIS2 instance running at a national scale. Here is one approach, that I would appreciate your thoughts on:

  • Share needed meta-data elements as SVS files. Note: Bob has already provided a way to transform this into a DHIS2 data set.
  • Write the needed report as CSD stored functions and publish them to the HWR. These stored function would produce the .DXF files for DHIS2
  • DHIS2 would poll the HWR on quarterly/bi-annual basis to get the current reported data
  • Needed charts/graphs could be developed in DHIS2 using the reported data.
  • DHIS2 would handle authorization of who can view the specific reports/data sets

Any issues with this approach in general?

Looking at the reports, in particular 1.h, I notice that we may some “disaggregators” – Male and Female. If I recall, this is bit of a pain in the DHIS2 setup as we would need to know the UID for each of the disaggregators.

As an aside, I am not sure how 1.d, 1.e and 1.f are supposed to be calculated form HWR data exclusively, as the data is not there. But that is another matter.

In any case, I think that this is a useful to illustrate the potential data flow from a HWR to an HMIS.

Dear Kayode,
In this case, there is no “iHRIS” around. This is for a national health worker registry which is pulling data from different states MOH. There may be some states using iHRIS. Other states would be using something else. In any case, the HWR only
has a minimum data set of health worker information (for example it does not include their salary).

The HWR itself, is really two components:

  • an XML database that offers a service to retrieve HW data using the CSD standard
  • a user interface (this is based on the iHRIS/I2CE framework) that pulls all of the data from the XML database

There are some reporting mechanisms on the user interface, but I don’t think they will be ideal. In particular, it seems that these use cases want a periodic report of aggregate/numerical data. This is something that DHIS2 handles quite well. However,
iHRIS has not been particularly designed for this.

Besides the large buy-in for DHIS2, I think it would also be useful to have this aggregate HW information someplace where service delivery and disease surveillance data is also reported.

In the Liberia workshop, the workflow of adding new indicators and data sets was what we developed “upstairs.” So, besides the mess with disaggregators, I think this could be done easily.

please clarify more.

To my thinking these reports can be generated easily from iHRIS and

any HWR based on the Open HIE structure as far a I understand it. Why

do they need to be imported into DHIS2? Except one changes the

indicator elements in DHIS2 and have new data elements for these it

would not be possible for it to handle these reports as they are to my

thinking.
