I guess I would strongly favor this approach as it clarifies the difference between services which support the terminology management of PoS systems that provide functions laid out in the second use case, or which support management of the centralized server where translations and mapping are performed on a transactional basis.

The CIEL and IMO model (along with OCL now, I guess) is to support PoS systems having both interface and reference terminologies in situ. This allows for simpler transactions over the network (mostly validation) and also allows for the PoS systems to benefit from the reference terminologies and a centralized distribution system. This allows for other artifacts such as data collection instruments, reports, CDSS, etc. to be shared and not redeveloped.

Sorry for the late addition to the conversation, but felt that it was worth stating that I agree with Shaun and others in this group that there would be a lot of value in providing guidance on workflows and tooling to facilitate terminology management and governance processes. The split between centrally and peripherally managed terminology, as described in Shaun’s notes, makes sense. I have tended to also split along the real-time, high-volume and transactional nature of terminology services and the more passive, collaborative and often manual nature of the management processes and functionality.

I would be happy to contribute to further fleshing out the different scenarios and processes for terminology management.

Best,

Jon
