Looking at the notes, I noticed that there was some discussion related to using a TS for the geographic hierarchy. Luke can confirm and provide details, but I believe that IHE’s mCSD standard already address this by using the ‘partOf’ data field in the HL7 FHIR location resource:

There may still be some open questions related to this that came out of public comment for mCSD and which can be resolved before it goes into trial publication, so it would be good to hear any concerns with this approach.
