Hi Alvin,

Thanks for the question, and you are spot on in regard to a topic of interest to OpenHIE.

Recently, the USAID funded MEASURE project (along with implementers from Kenya, Philippines, Tanzania, Rwanda, OpenHIE, DELIVER, etc.) convened a group of Master Facility List and Facility Registry related stakeholders, to take existing guidance on the topic and take it to the next level. This was particularly looking at the WHO: Creating a Master Facility List Draft Report, The OpenHIE Facility Registry Implementation Guide and other materials, to then create a joint resource package we can all promote together. The goal was to describe the full process in a modular approach (data, tools & process/governance), and reduce the optics of competing approaches.

We are getting underway to process the materials generated during the meeting in Washington DC, and begin compiling the next evolution of guidance on the topic. Also, anyone reading this that is interested to contribute to the guidance, please feel free to email me (steesdale@instedd.org) or Cristina de la Torre (Cristina.delaTorre@icfi.com).

Thank you Scott. I just wanted to clarify that it is the USAID funded DHS Program that is leading this effort, not the MEASURE Evaluation Project. We do anticipate having updated guidance materials available by late summer, and as Scott notes, we welcome input from anyone interested.

This is interesting!

The Philippine has embarked on the Philippine Health Information Exchange patterned after OpenHIE and one of its core registries is the National Health Facility Registry (under Charity’s management). The Health Worker Registry on the other hand is under the Health Human Resources Development Bureau (HHRDB) also within DOH. Now I see that there is an opportunity to work on an ILR as an integration component of the two.

(Background: To support the governance and management of the PHIE, the DOH led the creation of a multi-agency National eHealth Steering Committee and TWG composed of major stakeholders in health IT such as the Philippine Health Insurance Corporation and the Dept of Science and Technology) More about this at bit.ly/ehealthpmo .

Cristina, I will be in DC for the MA4Health June 8 to 11. Will you be attending this conference too? If yes, I would like to appraise you of the PHIE efforts as I think it is the platform for health IT reform in the country (and hopefully, a showcase in Asia)…
