I can see the document, but it is not allowing me to edit it. So here are some commetns:

  1. What is the audience for the document. If it is anything, but very narrow, I suggest we spell out acronyms such as “m/e” at least the first time they appear. Also, this is a bit misleading. It suggests that, because applications are mobile, they need to interoperate. Really, effective healthcare delivery requires interoperation of independent systems. These systems also happen to be electronic and mobile, but those are not essential characteristics.

  2. how about “a broader catalyst for development of NHIS implementations in individual countries”?

  3. Yes FRED is an important demonstration, but how does it provide a roadmap?

  4. I hope the data stored goes beyond that needed to establish a “Master Facilities list”

  5. We are going to have “design, development, reference implementation, national customization and deployment of a Facility Registry Service and prepare for its interoperability with existing key e/mHealth tools in multiple countries during the next 9-12 months.” How many countries? The time frame seems ambitious.

  6. What is a “non-redundant health information system”? Is the thought that redundant information storage will not be needed?

  7. The idea that installation of an NHIS will transform the delivery of healthcare strikes me as excessive. How about “contribute to the transformation”. As I read the benefits section, I worry that readers will develop overly high expectations for this project.

Just a short time to the call so I'm late to be making input but let
me get a few thoughts off my chest in advance - perhaps you can read
while waiting for conference start :slight_smile:

I kind of agree with most of Mead's comments. I'm just mulling over
the short background section and its disturbing. There's a lot of
rhetoric here which isn't all that helpful in understanding what the
project is really about. A sceptical reading would indicate that
e/mHealth projects are in a pretty desperate state, having consumed
considerable resources over the past few years with little tangible
benefit to show from it. What is needed is a facility registry to
rescue the project. With no real concrete indication of how or why
this should be the case. If I were a funder (which fortunately I'm
not) I'd be very wary of a document like this. The veiled references
to yet other components over the horizon could be a cause of further
discomfort. Can I suggest that we make these references more explicit
somehow? Either through a short summary or reference to some other
document.

There is a sense given that the primary reason for the limited success
of the great many e/mHealth initiatives is lack of "coordination".
Coordination by whom? Perhaps this is more related to coordination of
projects supported by specific development agencies, eg USAID. If
that is the case then again it should probably be made clear. I think
the intent is good. If agencies want to support a wide range of ICT
projects it makes sense that they do so within a coordinated and
cohesive framework.

But coordination of sovereign national public health systems
development is a slightly different matter. I don't think we should,
even implicitly, be assuming any mandate here. But in this sense,
coordination is maybe just the wrong word. In my experience what is
often lacking, particularly in settings with many actors and vendors
of different systems, are forums in which vendors and those
responsible for state IT implementations interact openly (and
sometimes even collaboratively). For example, standards organisations
often play this role (which often has a better outcome than the
standards they develop). So I would suggest that perhaps we tone down
the language around coordination in the preamble and emphasise more
that the FRED process, besides perhaps resulting in a reference
artefact, also aims to consciously support the collaboration of
stakeholders in the specific area of maintenance and use of facility
registries.

redundant information storage will not be needed?

7) The idea that installation of an NHIS will transform the delivery of
healthcare strikes me as excessive. How about “contribute to the
transformation”. As I read the benefits section, I worry that readers will
develop overly high expectations for this project.

I updated the FRED Project Plan to include feedback from the April 3rd team
call. Team input is requested on several sections by April 19. Volunteering
