To: openhie-announcements@googlegroups.com, open-hmis@googlegroups.com

Hi All,

The OpenHIE HMIS community tentatively called HMIS has been formed around the development and deployment of Health Management Information Systems (HMIS), developed using open-source technologies. If you would like to participate in this group, you may want to join the mailing list at https://groups.google.com/forum/?fromgroups#!forum/open-hmis. The list is open. Anyone may join.

We will have our first community call this Friday, April 18, at 9am Eastern (U.S.) Daylight Time. Agenda items I have are:

  1. Consider for approval the draft Mission, Vision and Values statement (to be circulated before the meeting.)

  2. Respond to request for appointing 2 voting representatives to the OpenHIE architecture review board.

  3. Agree on regular call times (suggested frequency: twice a month)

  4. Decide whether we want to stay with the provisional community name HMIS or consider alternatives at this point.

  5. (If we have time:) Consider how to proceed on HMIS-related workflows.

Please respond to the open-hmis group if you would like to suggest additional agenda items.

Also please respond to the open-hmis group if you have a strong preference (or requirement) as to whether we hold the call as a voice call or a Google Hangout. Each of these are currently used for some OpenHIE calls. We have access to a voice conference call line if we wish to use it. Based on feedback I will send out call connection information before the call.

Cheers,

Jim Grace

Tomorrow’s agenda is:

Proposed Mission, Vision and Values for item 1:

Mission:

The mission of the OpenHIE HMIS community is to support and further develop standard practices for the sustainable deployment and interoperation with other systems of Health Management Information Systems that empower communities, health workers and decision makers to improve the overall coverage, quality and efficiency of healthcare services. The software system with which we seek to further this mission is DHIS2 [link to dhis2.org], from the Health Information Systems Programme [link to www.mn.uio.no/ifi/english/research/networks/hisp/].

Vision:

Our vision is that HMIS software can provide data and information collected from a variety of sites to help improve healthcare outcomes, in a way that best suits the needs and abilities of the host country or other implementing organization. Some HMIS implementers will require a standalone system, and others will require a system that interfaces with some other OpenHIE components to provide a variety of services. This can best be served by HMIS software that is flexible and versatile enough for optimal deployment in either scenario.

Values:

Openness: Our approach is based on free and open source software. We are open to new ideas from many countries and cultures, and consult freely and widely with any interested in our mission.

Participation: We partner with governmental and non-governmental organizations in 46 countries. We offer education, training, and collaborative discussions to explore how best to serve the local and global needs for HMIS systems.

Interoperability: We look for ways to promote the interoperation of HMIS software with other systems where they bring added value to HMIS users. Interoperating with other systems is growing in importance as other systems develop in their ability and usefulness to produce and consume healthcare information.

Standardization: We seek standardization of best practices, and standardization of software interoperation that allows best-of-breed systems to interoperate interchangeably, bringing flexibility and adaptability to the users.

Flexibility: We seek solutions to specific problems that bring configurable solutions to address a wide range of needs.

Pragmatism: We seek to match solutions to the needs and resources available, without squandering resources that could best be used in other ways to improve healthcare.

Cheers,

Jim
