Has the format for the ADX messages been specified or implemented yet? If so, are there any available resources detailing this format?

The ADX format is not finalized but it seems close.
There is a separate openHIE community focussing on this: https://wiki.ohie.org/display/SUB/Health+Management+Information+System+Community
You could also join the openMRS call on Wednesday where ADX will be discussed (https://wiki.openmrs.org/display/RES/Design+Forum)
